Jim Holderbaum has provided technical leadership in development program design, implementation and monitoring for both USAID and international lender/donor institutions for over 15 years. He has served as a long-term COP, short-term technical consultant on USAID and World Bank projects, technical advisor to USAID, Department of State and foreign governments, and as technical supervisor responsible for project design, workplan development and technical staffing of development projects in over 20 countries. He began his career in international development as a National Academy of Science Exchange Scientist to the Soviet Academy of Sciences in 1991. As an AAAS Diplomacy Fellow, Jim served as a Technical and Policy Advisor on environmental and agricultural development initiatives in the U.S. Agency for International Development’s Near East Bureau and in the NIS Task Force in the early 1990s. His overseas experience includes Country Program Director in Moldova and Ukraine for USAID’s Environmental Policy and Technology Project and served as the Co-coordinator of the Sustainable Agriculture Working Group under USAID’s U.S.-Ukraine Council for Sustainable Development.
In 1998, Jim joined ACDI/VOCA and served as Vice President in the Europe and Asia Division where he spearheaded the development of the community development practice area and designed and supervised major community development projects in Serbia and Iraq. In 2006, he joined Overseas Strategic Consulting, Ltd. as Vice President for Programs. Jim has traveled extensively throughout his professional career including leading a U.S.-Russian team on an exploratory visit to the Rason Economic Trade Zone in North Korea in 2004. He holds a Ph.D. from the University of Florida.
