Keith Henderson is a pioneer and innovator in the field of anti-corruption and rule of law, with over 15 years’ experience working with international governments, businesses, NGOs and donors in over 50 countries worldwide.  He brings global expertise in anti-corruption, rule of law, democracy and governance, and economic growth programming. Keith initiated, developed and implemented the first anti-corruption strategy and programs at USAID in the early 1990s, as well as the first rule of law programs in the countries of the former Soviet Union.

From 1993 to 1998, he held several positions at USAID, including ENI’s Senior Rule of Law Advisor, Senior Anti-Corruption Advisor in the Democracy and Governance and Privatization and Economic Restructuring Office, ENI Deputy Division Chief in the Democracy and Governance Office, and Senior Rule of Law Advisor in the Global Bureau’s Policy, Planning and Coordination Office. 
 
Keith has promoted, conceptualized and launched anti-corruption strategies and programs for USAID, the Department of State, the World Bank, the UN Development Programme, the Open Society Institute and others.
More recently, in China he launched a judicial independence project with the Supreme People’s Court.  In Azerbaijan he developed an anti-corruption strategy and action plan for the President’s Anti-Corruption Commission. He also served as UNDP’s Team Leader for country-wide, cross-sectoral anti-corruption assessments in Vietnam, Afghanistan and Timor-Leste. Keith currently serves as Senior Technical Advisor on the ENGAGE IQC and as the senior Rule of Law Advisor with QED, where he will provide short-term technical assistance on upcoming Task Orders as they become available. He is an avid author and has published numerous articles and publications in anti-corruption, rule of law, democracy and governance and economic growth. Keith holds an LLM and JD in Law and a B.A. degree.
