Housing for Persons with HIV/AIDS

The QED Group works with the U.S. Department of Housing and Urban Development (HUD) to measure and analyze the performance of the Housing Opportunities for Persons with HIV/AIDS (HOPWA) program, a Federal housing initiative dedicated to the needs of persons with HIV/AIDS and their families.

The QED Difference

HOPWA provides grants to local communities, states, and nonprofit organizations for projects that benefit low-income persons medically diagnosed with HIV/AIDS and their families. QED measures and analyzes the program’s performance, and helps develop policy recommendations and guidance that will affect the program’s long-term performance outputs and outcomes. The following activities are key project components:

  • Collection and analysis of grantee performance data to ensure data quality, and evaluate management goals and objectives
  • Technical assistance and training to HOPWA grantees and project sponsors
  • Strategic input to HUD for use in evaluating management goals and objectives
  • Assistance preparing national performance reports.
