The USAID Monitoring, Evaluation and Learning Program (also known as the “Learning Contract”) was awarded to QED Group, LLC in 2013 and implemented from June 2013 to September 2018. The purpose of the Learning Contract was to provide monitoring, evaluation, and learning (MEL) support services and to build the capacity of USAID/Uganda to implement USAID’s Collaborating, Learning, and Adapting (CLA) approach to strengthen the implementation of the Uganda Country Development Cooperation Strategy (CDCS) and enhance USAID’s organizational effectiveness. By pursuing this purpose, the Learning Contract is meant to help guide USAID/Uganda in becoming a stronger learning and adaptive organization, making USAID/Uganda more responsive and effective in development.
Major successes of this program include assisting USAID/Uganda in the development a new Country Development Cooperation Strategy (CDCS 2.0), implantation of an integrated Performance Management Plan, and completion of 12 evaluations. QED has also played a leading role in USAID/Uganda’s adoption of CLA and in CLA adoption among Implementing Partners.
