Dr. Francis Ogojo Okello is a highly skilled research, monitoring, evaluation, and learning professional with over 25 years of experience in international development work, particularly in the health sector. Before joining QED, he served as the Director of Monitoring, Evaluation, Research, Learning, and Adaption at Panagora Group. He has extensive and demonstrated experience supporting USAID Missions and aid recipient governments with strategy development, research, monitoring, evaluation and learning services, and has served in various global and country-level leadership capacities, including as Chief of Party and Country Director for USAID/Ethiopia activities. Dr. Okello has a passion for social development, mixed-methods research, implementation science, and data use. His country experience spans 12 sub-Saharan Africa countries, two in Asia (the Philippines and Bangladesh), and two in South America (Columbia and Surinam). Dr. Okello holds a Doctorate in Philosophy from Charles Sturt University in Australia, and a master’s degree in Sociology from Makerere University. He speaks Ateso and Kiswahili.
