Evaluation of Rule of Law Programs in Liberia
QED conducted a four-month assessment of U.S. government-funded Rule of Law (ROL) programs for USAID/Liberia. QED monitoring and evaluation experts conducted field work in Monrovia, and in Bong and Nimba Counties. The QED team performed an evaluation of past and ongoing ROL programs.
As part of the assessment, QED’s team worked with civil society organizations, stakeholders, and practitioners. Through the information gathered, the final assessment report included a number of features designed to strengthen ROL activities in country:
- QED evaluated contractors’ past and ongoing performance and the final report included a detailed assessment of the major strengths and weaknesses, the best practices to be drawn from each, and the impact that each organization had on major stakeholders in Liberia.
- QED combined mapping and programmatic data, and gauged this information against cost data, stakeholder surveys, and other information to examine the successes and shortcomings of the ROL activities and their impact on the legal system as a whole.
- QED created a mapping matrix for all donors across Liberia’s fifteen counties as well as detailed maps for the four counties with the greatest concentration of ROL programs: Montserrado, Bong, Nimba, and Margibi. Details were provided on gender, poverty, human rights and other program elements.
- QED assessed monitoring and reporting systems for organizations operating in Liberia. The final report provided recommendations on how both the requirements for reporting and the actual quality of reports could be increased for effective ROL programming in Liberia.
