PDQ II
Program Development Quickly II

USAID’s Office of Transition Initiatives (OTI) provides fast, flexible, short-term assistance to countries in political transition or emerging from civil conflict. Through the indefinite quantity contract Program Development Quickly II (PDQ II), QED provides OTI with monitoring and evaluation services, short- term technical assistance, knowledge management resources, personnel development opportunities, and logistical support.

QED helps OTI to deploy program personnel quickly and demonstrate results immediately through training, strategic planning, facilitation, and evaluation. Key PDQ activities include:

  • M&E – QED supports OTI’s program teams in monitoring their programs’ implementation and results and documenting their impact.
  • Strategy Review Sessions – QED and its subcontractor Training Resources Group work with OTI staff to design and implement field-based and data-driven Strategy Review Sessions for country teams. We solicit input from the field team and provide a platform for OTI leadership to identify priorities, target areas and actors, and critical events. 
  • Knowledge Management and Communications – QED is developing a new “OTI Anywhere” website that will serve as OTI’s primary knowledge management tool. QED conducted a knowledge management and organizational learning needs assessment to develop a comprehensive and integrated “roadmap” for the site’s development.
