Through the Results-Oriented Management (ROM) Activities contract, QED supported the U.S. Department of Agriculture, Foreign Agriculture Service (USDA/FAS) with various Monitoring,
Evaluation, and Learning (MEL) tasks related to their programs. USDA/FAS is implementing this approach to improve program planning, measuring, monitoring and reporting by focusing on intended outcomes and not solely inputs and outputs of activities. QED helped the Agency to ensure management decisions are based on strong evidence and to improve accountability, transparency and learning from its programs. QED services include facilitating training on results-oriented management; developing results frameworks, MEL plans, and data collection systems; conducting data quality assessments; increasing capacity building efforts; and conducting research and analysis.
